add a documentation page #5

better late than sorry, I was swamped in other stuff.

step one of the changes I proposed in #2, create a doc page using Sphinx.

Let me know if you prefer to use Github pages or readTheDocs for hosting it I'll change the automation accordingly in my next PR.
