What format should datetimes be in #15

FCE example uses ISO 8601. CUAHSI instructions say mm/dd/yyyy. I prefer ISO. If we eventually want to go to CUAHSI, we may need mm/dd/yyyy. I'll ask CUAHSI.

I verified with CUAHSI that ISO 8601 is fine. Let's update the instructions and recommend ISO 8601.
