inconsistent data types in instructions #17

I just noticed that in the template XLSX files, in the DataValues table, it says SourceCode, MethodCode, QualifierCode, and others are integer, but in the individual worksheets such as the Sources worksheet, it says the data type is text. I think the correct answer is text. I've asked CUAHSI to please confirm (and fix the templates accordingly).

I verified with CUAHSI that the correct data type is text. We should clean up templates before announcing them to the IMC.
