Installation requires QGIS restart

After installing the plugin, user has to restart QGIS for the plugin to appear in the digitising toolbar.

Still problem in 1.0.6 and QGIS 2.10

It showed up fine for me on windows with QGIS 10.1- it showed up once I started editing a polygon.
