Standardize units display and decimal places on By Hour and By Day charts #110

Units on the By Hour and By Day Y-Axis have an M next to them, in the axis and in the hover values. Hover values also include 6 decimal places where the All Tests graph show 2 decimal points, and Y Axis is labelled with just numbers. Standardize this across all graphs how the All Tests graph is labelled.

This is actually the Ookla results being formatted differently, not the groupings.

We'll go with 2 decimal places.
