[WIP] Remove clock switch for EEM FMC Carrier #136

Description

The clock switch logic was introduced in #134 as a direct clone of the Kasli target. But there are only 1 clock source in EFC. This PR mainly aims to remove the clock switch logic for EFC and unify the 2 CRGs.

TODO

Move the new clock domains for drtio-over-eem to some other PR.

The drtio-over-eem clock domains should be in ARTIQ or should be optional. We don't want them in several situations, such as release-7 and systems without any DRTIO.
