remove gap checker from liteeth #67

Discarding data during the nominal IPG in liteeth serves no purpose and is actually harmful, as the IPG can become legitimately shorter due to clock correction (as the Ethernet standards explain).

And the ack_on_gap parameter should be removed entirely, I think.
