[x] Install BMC SDK + glibc tweaks pending @kvangorkom hearing back from BMC re: headless install
[x] Decide how we're pinning/bumping CACAO version (submodule vs commit-ish in provisioning script)
[x] Return Vagrantfile to build-ability
[x] CircleCI "smoke test" build job
