Hub address for development #598

The hub address should have the following properties:

Unique for every developer.
Shared between wallet, rps, and server packages.
[this is actually not needed as the address is the state channel participant address] Funded on ganache.

An environment variable shared between wallet, rps, and server would satisfy these properties.
