systemd monthly mirrorlist update all triggered at the same time #392

in pamac-mirrorlist.timer the monthly update will happen at 0:00 on the 1st of the month, to be nice with the servers and avoid everybody's querying them at the same time, a randomized delay is recommended, I can submit the pr if there is no objection
