Add support for GA4 in Matomo Tag Manager #782

Currently the Matomo tag manager offers the option to add a universal Analytics tag however there is no option to add a GA4 tag

@paul-buttimore This issue is related to Matomo TagManager and we should create a issue for it in the TagManager repository, I will move this issue for now
