Bah! Humbug! After the last update some assets from merged plugins no longer showed in the game if they were included in ba2 archives. The mods hadn't been updated or remerged.
This was merged into "PowerMerge.esp" but while the ba2 files are included with the merge mod's files they won't be used in the game without the ba2 files being renamed:
PowerMerge - Main.ba2
PowerMerge - Textures.ba2
That's fine if there's just the one set of archive files but not so much if there's more than one. The only way to do it is to manually extract the ba2 files into a folder with the Bethesda Archive Extractor and then create a combined merge with the appropriate name with Archive2 found in \Steam\steamapps\common\Fallout 4\Tools\Archive2.
I'm not sure how it worked before but now the archives aren't being utilized if the name doesn't match the esp.
