Offline modus #138

Provide basic information even in offline mode, i.e. handle queries via timeouts. cy3sbml should be usable without any internet connection, but provide the additional information from databases if a connection can be established.

In information display the non webservice information can be displayed immediatly, update of information when loading finished.
