Refactoring #40

This is the pull request for refactoring.

Is not complete, Cause the pavement and the docs need adjustement, however it's a start and we can update.

All the refactoring is happening in the branch refactoring!

The new names proposed for the executables:

neuronvisio

neuronvisio-modeldb-updater

What do you think? Any others?

I found this link:

It seems if .py ext is added to the PATHEXT variable the script should run without any trouble.

I prefer without the extension, is more clean.
