Add deep link binding #18

Deep linking to filtered views would really help for cross-referencing. E.g., when an issue or PR is created for MDN's compat data, link to a view that clearly illustrates how/why the current data are incorrect.

@foolip thinks that reviewers are more likely to rely on domain knowledge or other data sources. Let's deprioritize this for now.

When I've included links to Chrome Status in PR's reviewers have appreciated the extra info. While we don't need it for Paris, this feature has the potential to eliminate a lot of back and forth.
