This PR adds Euroc reserve holdings and the eXOF supply to the reserve site.
The eXOF part was done differently than the other stables because they use data structures from Contract kit.
Since we don't want to wait for a new contract kit release that includes eXOF, we added/calculated eXOF independently.
Euroc was also added to the target allocation.
This is how the percentages are calculated:
If the reserve ratio is larger 1 and smaller 1.9:
USDC & DAI should cover cUSD & cBRL 1to1
EUROC should cover cEUR & eXOF 1to1
the rest goes into celo
If the reserve ratio is larger 1.9:
USDC & DAI should cover cUSD & cBRL 1 to 1
EUROC should cover cEUR & eXOF 1 to 1
45 % goes into celo
98% of the rest goes equally into BTC and ETH
2% of the rest goes into cmco2
