BIPM final review: Update reference conventions to CIPM/CGPM/CCTF outcomes #193

When referring to the Resolutions I’d provided you with the English description but not the French: in French the model for “CGPM Resolution X (YYYY)” would be

And there’s another slight complication in that the wording is “de la” for the CGPM, but “du” for the CIPM and Consultative Committees:

I believe this is a Relaton issue. The data source at bipm-data-outcomes does not provide this text.

So this is a task for @andrew2net , and there may be some impact to relator-render (@opoudjis )

No, I don't see what the impact on relaton-render would be. "Résolution X de la CGPM" is either a title or an identifier, but in either case, relaton-bipm is composing it, not me: I'd be taking it from relaton-bipm pre-composed.

Remember, we do have language-specific document identifiers. (That is because of the frankly dumb decision to make "CGPM Resolution X" an identifier, which falls over as soon as you translate it; but that decision has been taken.)

I'll hold this issue, but only to confirm its integration into the brochure.

In the SI Brochure, there are only a few references to outcomes (CR, PV, Recommendation/Resolutions) in the body (not in the resolutions).

I’ve screen capped them below. Ideally (I think) they could be made uniform.

References are now updated according to https://github.com/relaton/relaton-bipm/issues/50 , awaiting completion now of that ticket.

The kelvin and the degree Celsius are also units of the International Temperature Scale of 1990 (ITS-90) adopted in <<PV57_5>>.

@opoudjis are you generating these from #213 ? We want to use generated references for all mentions.
