Build needs to be fixed after the recent changes at actions-mn.

It was actually fixed but the ubuntu failure is still there because of a known issue https://github.com/metanorma/bipm-si-brochure/issues/195 which is highly related to https://github.com/metanorma/metanorma-snap/issues/14

@CAMOBAP how about we use Metanorma Docker instead of Metanorma Snap?
