Update SI Brochure references to outcomes

In the SI Brochure, there are only a few references to outcomes (CR, PV, Recommendation/Resolutions) in the body (not in the resolutions).

As approved by Michael Stock of the BIPM, we will update these references:

2.3.1 “The Kelvin”:

Further, Janet Miles of BIPM indicated to perform the following:

For information, in 1879 the text was presented as a “Resolution” and then adopted by the CIPM. So in my opinion Resolution is a fair description and is what we’ve used on the BIPM website.

You’ll see that in each URL there’s a part “/en/” that points explicitly to the English page. This can be replaced by “/fr/” to point explicitly to the corresponding French page, or left out altogether to default to the user’s browser settings… I think it’s probably best to include the “/en/” and “/fr/” in the English and French links respectively, as in due course they will have different DOIs.
