Build and release pipelines

At a high level

Everything gets Code Coverage
All Branches get CI testing
All PR's into master get integration testing
Manually initiated release

- [ ] Release Package : {name}-{semver} e.g. name-0.5.0

- Auto trigger
[ ] Deploys ci package into private artifacts feed

Integration

- Manual trigger (private is first)
[ ] Deploys ci package into public nuget feed
[ ] Tags Release in GH; adds preliminary (unstable) release, release notes, links to nuget etc ...

- Manual trigger
[ ] Deploys release package into public nuget feed
[ ] Upgrades unstable release on GH to full release; updates release notes, links to nuget etc...
