Currently, a new application is refused if the ID data (full name(s) and surname(s), date of birth) is identical to that of an existing or recent member.
In the future, it could enhance security that new application is refused if the ID data (full name(s) and surname(s), date of birth) is "close" to that of an existing or recent member. "Close" would mean:
they differ by X characters or less, with X a small integer (up to 3?)
they differ by the presence or absence of diacritical signs (e.g. "é" and "e" would be considered as identical)
