Long term: separate the powers for the attribution of positions of responsibility in the Cooperative

The two roles that are associated with positions of responsibility and decision-making in the Cooperative are:

• Members of the Board;
• Members of the Mediation and Arbitration Council.

The roles of these two bodies are distinct:

• the Board has decision-making rights at the scale of the whole Cooperative. It is elected as a single, coherent team, around a programme of action for the Cooperative;
• the Mediation and Arbitration Council is the guardian of the integrity of the functioning of the Cooperative, with decisions bearing only on individual sanctions. Its members are elected individually on the basis of their reputation and integrity.

For the sake of ensuring a proper balance of powers in the Cooperative, only members of the Mediation and Arbitration Council should be able to modify the composition of these two decision-making bodies. The AlirPunkto administrators should only be able to promote Cooperators to these roles (in order to kick-start the process), but not to demote them.

Consequently:

• only Members of the Mediation and Arbitration Council and AlirPunkto administrators should be allowed to promote a "Cooperator" to "Member of the Board" or to "Member of the Mediation and Arbitration Council" (= making them members of the respective "groups" (= boardGroup and mediationArbitrationCouncilGroup as described in Issue #74, respectively), in addition to them being members of the cooperatorsGroup;
• only Members of the Mediation and Arbitration Council should be allowed to demote a "Member of the Board" or a "Member of the Mediation and Arbitration Council" to "Cooperator" (= removing them from the respective "groups" (while keeping them in the cooperatorsGroup).
