Need Powershell Module Rubric #2

The project does not have a rubric for judging a vendor's product based on the available Powershell module. A method for scoring should be devised where points are added to the overall score increasing from 0 to 100. In this way, a nonexistant module is a 0 and a perfect module is 100.

A potential alternative is to simply add points without a cap, but that reduces (somewhat) the usefulness of the scoring. See Issue 4: Need to Decide on Scoring Method for this consideration.

Updated the Rubric to include a basic starting point. The criteria, points, and weights are non-authoritative and are up to review.
