Hotfixes going in ciprod07152020 release #422

This PR has following changes

  1. Fix for OOM issue during container startup avoiding loading huge pods json file
  2. Add more error checks like empty /pods response, failure and incorrect payload, and fall back to default container runtime i.e. docker
  3. Fix to get NodeName via docker.sock in case of all fall back scenarios
  4. yaml updates with image and docker provider version
