Update issue templates #119

Have you considered adding a config.yml which would redirect folks to where to log issues for the most popular images? I suggest this because I see a number of non MCR/MAR issues being opened here (E.g Image vulnerabilities, .NET, etc.). Example: https://github.com/dotnet/dotnet-docker/blob/main/.github/ISSUE_TEMPLATE/config.yml
