Describe the issue

As noted in https://github.com/MicrosoftDocs/power-automate-docs-pr/issues/2655 the release include zip file that includes the unmanaged solution.

Expected Behavior

Should include the unmanaged solution as a downloadable asset without extra unzip

Like https://github.com/microsoft/powercat-business-approvals-kit/releases/download/BusinessApprovalKit-November2023/BusinessApprovalKit_1.0.20231117.1_unmanaged.zip
