Add informing /area_limits command #12

Previously you had to ask the server owner how large you can protect areas, and how many. This enables players to type /area_limits and give them an overview of their quota, and how much of it is already used. Server admins can use this command to get information about the settings.

Please use string.format instead of all of that concatenation.
The comment format is incorrect (-- A not --a).

Otherwise seems good, although I'll probably tweak some of the wording.

both fixed. A bit concatenation still remains (where string.format wouldn't make sense), say if you want it to be changed too.
