Adding the annotate, railroady, and rails-erd gems #183

These gems are not in the project, but I need them to work on the various issues. These gems provide easy access to a list of parameters for each model and block diagrams of the models and controllers. I will make a pull request that includes updates of the Gemfile and Gemfile.lock files and adds the automated comments to the config/routes.rb file, model files, etc.
