Added GitHub Workflows #294

Removed the Travis CI badge and configuration file, because Travis CI no longer works
Removed the Scrutinizer badge because it no longer works
Added "host: localhost" to the config/database.yml file because the GitHub Workflows build fails without this specification
Disabled a test that was failing - will fix later
No changes have been made to the Vagrant setup, database name, database user, or database password

The ci.yml file is configured to run for every push and every pull request.

I synced this branch and pull request to include the master branch updates of Feb 20, 2023.

The build results are at https://github.com/jhsu802701/sessionizer/actions . The test suite passes. The error at the end is specific to the Coveralls test coverage tool. This can be addressed in another pull request.

Merging this pull request will make it MUCH easier to evaluate future pull requests. Until then, this repository is stuck with, Travis CI, which no longer works.

Thanks for this, Jason! Good to have CI working once again. I had to mop up some things to bring it up to date after it took us so long to get around to reviewing PRs, but looks like it's working now.
