Allow financial person to create CCX on behalf of coach

necessary fields:

• [ ] coach's username on edX.
• [ ] PO number (or some other order id)
• [ ] course id
• [ ] number of seats

and a web interface for the script giovanni already wrote

Can we do this in django admin? We would need a new user role. Should be easy says Justin.
