Migrate experimental into menelaus proper.

[ ] assure testing/formatting is finished
[ ] rename to nlp for now -- we may merge detector, alarm, and transform classes later
[ ] assure documentation adjusts correctly
[ ] dependencies from experimental option must now be in main install_requires
