Subregional mean is not a good proxy for all missing entries in EM #32

Currently we are replacing countries which does not have any yield with the subregional mean, however, this causes massive bias in the estimation.

Example: South-Eastern Asia for Wheat

This is also a problem when the country trend deviates from the regional significantly.

Only impute countries which has at least one observation.
