How to account for countries which not even a single yield is observed. #40

If the country does not have a single yield, then the estimate/imputation can not be performed. How should we account for this?

In the case where we do not have a single production and yield, then we do not impute. In the case where we have mis-matching production and area in different years, then the new initialization will provide a yield to estimate.
