What flags should be imputed? #69

Nikolas has advised to impute values which are marked with "E" only and "T" in 2013. However, in the case of Fruit Tropical Nes in Cuba, the "T" occurred in 2012 was based on previous "E" and thus raised the question whether we should impute "T" which are based on "E" or impute "T" in general.

Based on Nicolas’ advice it seems to me that T should be imputed also when it was previously an E.

But are you sure that these values were previously flagged with E? Normally the system does not (and should not) overwrite any inserted data with T-figures.

P.S. Also because there are also no previous E figures recorded in the cell-history.

Here is the data, the "T" in 2012 appears to be the same as "E" in 2011.

Now I see what you mean. I would impute them – but I am not the production officer.

(To my knowledge, it contradicts with the data editing policy to have T-values before 2013.)
