Start/stop services in the container #39

When the container starts it may be necessary to start additional services, such as a database. When the container shuts down, these should be stopped cleanly as well.

Development of the actual functionality is being tracked here: mmh352/ou-container-content#3. After the functionality has been implemented there, the configuration file format needs updating.
