When the container starts it should be possible to run additional startup scripts. This differs from #39, which relates to services. These scripts are one-shot scripts that are run before the container content (notebook, web_app, ...) itself starts up.

Development of the actual functionality is being tracked here: mmh352/ou-container-content#1. After the functionality has been implemented there, the configuration file format needs updating.
