Change header PNG to SVG #24

Add the LetsGoLogo-sm.svg file to the repo. Change the extension of LetsGoLogo-sm.png to LetsGoLogo-sm.svg in index.ejs. Resize the PNG version of the header logo to 83x56px, since no browser that doesn't support SVG would support HiDPI.
