Is your feature request related to a problem? Please describe. Classical-mode Users may want to specify pointing centers and only want to simulate fiber assignments. This is not possible with the current uploader.

Describe the solution you'd like

Select a CSV file containing pointing centers (pointing ID, ra, dec).
Use these pointing and assign fibers by skipping pointing center determination.
