Add a selector widget for the observation type #218

A Selector widget is added to indicate the observation type. Current choices are "queue", "classical", and "filler". When "classical" is selected, the single exposure time widget becomes active. If "filler" is selected, the "Simulate" button won't become active.

toggle/untoggle buttons and widgets can be simplified, but not very urgent task, I suppose.
