Design image (can be humorous) on post login landing page when nothing to review #39

When user logs in to aestimia but has no applications in queue, the page looks rather bare.

A default image for these instances, potentially humorous would add a nice touch.

but I like the random rotation too.

Maybe we pull together a selection of party-themed GIFs (with the help of @jdotpz). These show up in the third use case here: https://github.com/mozilla/aestimia/issues/42:

Lets scale back and do one gif for now. If we want we can add in rotating gifs down the road.
