Implement "Are you ready to submit this review" Yes/No Button #76

Problem: "can we make sure the assessor knows whether or not the artifact will be approved or rejected before they hit the submit buttons? I think if I had seen a "rejected" in red I would have realized that I had done something wrong."

@toolness let me know if you want me to design this UX. Thinking of a very simple "Ready to Submit Review?" and a YES/NO button instead of just the submit.

Hmm, I think live feedback would be nice here. I will whip something up!

@toolness @chloeatplay I agree and I just wrote something to this effect on another ticket - :+1: :-1: @chloeatplay had actually already designed this in her initial mockups where she had the koala badge slowly gaining opacity if the learner was getting approved but a simplified version of this would be fab.
