Add "Flag as inappropriate"

We should add a "flag as inappropriate" to the project viewer in Android's more action menu. We'll need to add this to API.

@cadecairos - as I mentioned, this could become more important in the near future. Can we create a quick spec in preparation? We can talk about actual implementation later.

I'm thinking:

• User should be able to Flag inappropriate while viewing a project.
• DB should store a flag count.
• Maybe useful to see who flagged Not MVP
• Admins should be able to manually change status from published to blocked MVP ??
• A blocked project should not appear in any lists but the authors own project MVP ??

It'd be great to set up some kind of admin notification or report. Either an alert when a project gets flagged twice OR a simple daily report of flag counts. MVP ??
