IGV reports sort by base #48

as per Nick's request, need to show alignment tracks in IGV reports sorted by base, which brings the variant alleles to the top of the track.

igv.js allows you to set this manually in the HTML viewer (right click on the gray track bar), but igv-reports also seems to have an option to set the default sorting with --sort arg

Since you can just do this manually inside the report I am not sure we need to apply it by default
