Make IGO delivery date available/accessible for requests in dashboard #1046

This is separate from the SMILE import date.

The IGO delivery date is in the original IGO request as JSON field deliveryDate but this isn't actually stored as part of the SmileRequest DB model

Note: we have a data dump available in the MSK enterprise git repo smile-data-archive which contains the delivery date of IGO requests delivered from 2015 up to 2024/08/20

Instead of adding a new data field to request metadata, consider backfilling the igo delivery date as the SMILE import date. (if multiple versions of a request metadata exist then pick earliest one)
