[dashboard] Link the frontend to the web certs' new location #1158

Update /frontend/package.json to link to the new web certs location. Look into using environment variables as paths to these certs instead of hard-coding.

New docker images for smile-dashboard and graphql-client have been built and pushed to dockerhub.

Next step: deploy to production.
