Investigate why Cohorts aren't appearing in SMILE after being published by TEMPO

Problem identified as TLS handshake failure. After multiple attempts at generating new certificates the handshake failure did not resolve.

Solution (temporary): TEMPO is using the label generator certificates for now since the label generator will be retired "Soon".

Long term solution: Resolve the TLS handshake failure for new certificates as the workaround above is a temp solution.

[x] Anne Marie to add headers to NATS message data
[x] Angelica to make new certificates for Anne Marie (was able to confirm that the certificates work when publishing with the nats cli. Still working out why these certificates do not work with the java publisher)
[x] Test out the change(docker image = cmometadb/smile-server:tempo-patch)
