Adjust Cohort import workflow to allow new samples to get linked to it. #1202

Context: Some cohort samples do not get linked because they are unknown to SMILE. SMILE doesn't have a good way of reporting which samples didn't get imported apart from the smile-server logs.

Docker image built: cmometadb/smile-server:1.6.9.RELEASE (smile-deployment repo already updated)
