Generate report button only downloads 500 samples (should download all/anything matching filter criteria)

Stop gap solution:

allow up to 5k samples to get downloaded
if more than 5k samples are being requested for download then do not allow but show pop up to follow up with SMILE team for an alternative solution and/or if we need to revisit the download cap
