[request filter] Publish sample updates even when sample fails sanity check #1315

READY TO DEPLOY AS PART OF THE NEO4J/JAVA UPGRADE

Sample updates get stopped at the request filter but we want the updates to still propagate through to the smile-server so we can see the updated sample validation status report.

This card requires 3 tasks:

  1. attach updated sample status to the sample json received
  2. publish sample data to designated topic (label generator or straight to smile-server depending on if it's a cmo sample or not)
  3. log the sample status when the sample fails validation
