Closes #975 and closes #974 in preparation for Tempo 2.0

i have added back logic for turning the lohhla workflow on when the mutsig workflow is turned on. even though lohhla results are not technically required to run mutational signatures, we run workflows as a whole, and snv will not run even partially when lohhla is turned off (in fact there's an error if loh_wf is not invoked).
